Unlicensed people could be allowed to fill teaching jobs

The state school board is voting on a plan to let some Kansas districts hire unlicensed people to fill teaching jobs. The proposal would apply to the state’s six innovative districts, which are Blue Valley, Concordia, Hugoton, Kansas City, Marysville and McPherson.
