School Funding Proposal Clears KS Senate

The Kansas Senate passes the governor’s proposal to change the funding formula for public schools, flipping to block grants instead of the per-student approach that’s been used. The spending blueprint could be hung up, though, because of a district court order that says the whole thing could be held up because of a pending case on whether the state is spending a constitutional amount of money on public education.
