Kansas legislative committees are preparing to consider proposals for closing a projected $279 million budget shortfall. Hearings are expected to start Wednesday for bills designed to balance the budget. The governor has proposed shifting public pension and highway money to the general fund to cover the tab, as well as raising tobacco and alcohol taxes. The state also faces an estimated $436 million shortfall in the next budget.
