House blocks annexation bill

The Kansas House rejects a bill that would have given county commissions the ability to block most land annexations by cities. Under the bill cities would need to obtain county approval to annex land. Supporters of the bill argued land annexations deprive counties of revenue, which hurt residents of townships. Opponents said it was none of Topeka’s business.
