Governor To Sign Unprecedented Abortion Bill

State legislators give final approval to a bill banning ‘dilation and extraction’, an abortion procedure used in 8 percent of abortions in Kansas. Governor Brownback has promised to sign the bill, which refers to the procedure as “dismemberment abortion.” No other state has a ban on that.
