There’s a steep drop in the number of DUI arrests and speeding tickets in Kansas, largely believed to be the result of a drop in state troopers. The Kansas Highway Patrol had 1400 troopers in 1988 but there are only 267 now. Since 2008, the number of DUI arrests has dropped by 51 percent, with a 31 percent decline in tickets written.
