Kansas House Speaker Ray Merrick has replaced the leaders of two key committees. He’s named Representative Ron Ryckman Junior of Olathe to chair the budget-writing Appropriations Committee. And he has appointed Representative Ron Highland of Wamego as Education Committee chairman. This comes about a month ahead of the start of the next legislative session.
