Candidate: Voting System Will Depress Turnout

Secretary of State candidate Scott Morgan says a “dual” voting system in the primary next month will confuse voters and hold down turnout. The system was designed by the man Morgan is challenging — Secretary of State Kris Kobach. His office is now mailing notices about it to dozens of voters. Kobach defends the system, claiming it will help the state enforce a proof-of-citizenship rule.
